Singapore will require sustainable aviation fuel bought with SAF Levy proceeds to meet a minimum 40% reduction in lifecycle emissions against conventional jet fuel, the Civil Aviation Authority of Singapore said on November 5.
The fuel must also qualify under the International Civil Aviation Organization’s CORSIA sustainability rules.
First tender by mid-December
Singapore Sustainable Aviation Fuel Company, or SAFCo, plans its first tender by mid-December 2026. Initial purchases will cover 20–30 kilotonnes, with blended fuel deliveries from June 2027.
Bidders must be able to supply Changi Airport through its existing fuel-hydrant infrastructure. SAFCo will assess price, reliable supply and delivery, sustainability documentation and support for Singapore’s SAF industry.
What the announcement means
The criteria govern centrally purchased fuel. The 40% figure concerns lifecycle emissions; it does not mean each departing flight will immediately emit 40% less carbon. The release announces procurement requirements and future deliveries, rather than a new flight restriction or an immediate fare change.
